Cardiff’s national stadium sits in the city centre, a short walk from its main offices and shops. On big event days, crowds pass right by office entrances, construction hoardings and retail units in the centre. Security plans here have to work on an ordinary weekday and on an event day.

Two large regeneration areas are also under way: one south of Cardiff Central station and one in Cardiff Bay. Seccuro is a company registered in England and Wales.
The Cardiff commercial landscape
South of Cardiff Central station, Central Quay is Rightacres’ redevelopment of the former Brains brewery site. It is a 6.5-hectare mixed-use masterplan of homes, commercial floorspace, a hotel and education space, set around the retained brewery chimney. It continues the office-led growth around Central Square.
In Cardiff Bay, Cardiff Council is leading the regeneration of Atlantic Wharf, a combined area of about 30 acres that includes the former Red Dragon Centre, which the council bought in January 2020, and the County Hall site. Financial close on the new indoor arena was announced in August 2025, with McLaren Construction appointed as main contractor and opening planned for 2028. The wider masterplan includes a hotel, public plaza, mixed-use development and a new multi-storey car park.
Local security requirements
Considerations specific to Cardiff:
- Event-day planning. Venue operators should follow guidance under the Terrorism (Protection of Premises) Act 2025, which applies in Wales.
- Welsh-language standards. Under the Welsh Language (Wales) Measure 2011, the Welsh Language Commissioner issues compliance notices to named public bodies. A public-sector client may therefore need bilingual signage, notices or visitor communications on its premises.
- Waterfront construction. Cardiff Bay sites border water, public promenades and occupied buildings. Perimeter checks should include hoarding near footpaths and lighting after dark.
- CCTV compliance. UK GDPR, the Data Protection Act 2018 and ICO video surveillance guidance apply in Wales as elsewhere in the UK.
How we mobilise and manage contracts here
Seccuro has no Cardiff office and no team based in Wales. Officers are inducted on site, including event-day procedures and any Welsh-language requirements. We start with a site survey and written assignment instructions, and agree supervision, reporting and review dates with you. Patrol and alarm response arrangements in South Wales are set per site, and response times are never assumed.
Questions
How do you adjust office security in Cardiff on stadium event days?
We add an event calendar to the assignment instructions. On those dates, the plan can include extra officers, tighter entrance control, earlier lock-down of side doors, revised delivery times and more frequent patrols of ground-floor frontages. Incidents are logged and reported in the usual way.
Can you meet Welsh-language requirements on a public-sector contract?
We agree them at tender stage. Requirements usually cover bilingual signage, notices and visitor-facing communications, set by the client’s compliance notice. Seccuro will not claim Welsh-speaking officers unless that has been confirmed for the specific contract.
Do SIA licences apply in Wales?
Yes. The Private Security Industry Act 2001 applies in Wales as in England. Officers carrying out licensable activities, such as security guarding or door supervision, must hold the appropriate SIA front-line licence and display it while on duty.
What security does an Atlantic Wharf construction site need?
It depends on the phase, but usually means gate and delivery control during the day, then CCTV towers, scaffold alarm cameras and patrols overnight. Because the area borders promenades and occupied buildings, hoarding, lighting and public-route checks are part of every patrol.
