Liverpool’s security needs are shaped by the river. Containers, bulk cargo and trailers come in through the Mersey docks and move to warehouses across Sefton, Knowsley and the M57/M62 corridor. That makes cargo integrity, yard control and trailer security more important here than in most UK cities. Alongside this, the northern docklands are being rebuilt at scale, which brings long-running construction sites with open water edges and heritage structures.

The Liverpool commercial landscape

The Port of Liverpool, operated by Peel Ports, handles containers at the Royal Seaforth Container Terminal and at Liverpool2, the in-river deep-water terminal that officially opened in November 2016 to take much larger container ships than before. The port also handles grain, bulk, roll-on/roll-off, timber, oil (at Tranmere) and cruise traffic through the City of Liverpool Cruise Terminal. Much of the land between Seaforth and the city centre falls within the Mersey Waters enterprise zone.

Liverpool Waters, Peel’s regeneration of the central and northern docks, now includes Everton’s Hill Dickinson Stadium at Bramley-Moore Dock, which hosted its first Premier League fixture in August 2025. Inland, Knowsley Council describes Knowsley Business Park, near Kirkby and junction 4 of the M57, as the second-largest business park in the North West. Its occupiers range from manufacturing to large-format logistics.

Local security requirements

Liverpool specifications usually cover:

  • Cargo and trailer integrity. Unattended trailers and open storage are a target. Assignment instructions should set seal-number recording, trailer parking rules and what officers do when a seal doesn’t match.
  • Open, exposed sites. Dockside land is flat, windy and often has no mains power. Off-grid CCTV towers and solar lighting towers that need no fuel suit these plots.
  • Event-day pressure. Sites near the stadiums need patrol plans that change on fixture days. Where licensed premises or events need door supervisors, the licensing requirement is assessed separately.
  • Port-area boundaries. Clients next to the dock estate should confirm with the port operator where their responsibilities end.

How we mobilise and manage contracts here

Seccuro does not have a Liverpool office. Officers are inducted on your site before they start. Mobilisation follows a site survey and written assignment instructions. Supervisory visits, incident reporting and contract reviews are agreed in advance. Keyholding and alarm response cover is set per site, and no standard response time is promised.

Services in Liverpool
Can your officers work inside the Port of Liverpool?

Our service is for clients’ own premises: warehouses, yards, industrial units and development sites around the port. Work inside restricted port areas is governed by the port operator’s own security regime, so we do not offer it. We can coordinate with the operator’s procedures where your site borders the dock estate.

How do you secure trailers parked overnight on a Merseyside yard?

Usually with a mix of controls: a gatehouse officer or scheduled mobile patrols, seal checks recorded at each visit, CCTV towers on the trailer park, and clear rules on where trailers may stand. Each patrol produces a digital report, so you have a timed record if a loss is found later.

Do you cover Knowsley Business Park as well as Liverpool city centre?

Yes. Seccuro provides services across Merseyside, including Knowsley, Sefton and the Wirral, as part of its UK-wide coverage. Arrangements are agreed for each site.

What security does a dockside construction site need?

Water edges, heritage structures and public routes mean perimeter fencing alone is rarely enough. A typical plan combines hoarding checks, CCTV towers covering the quays and compound, scaffold alarm cameras once the structure rises, and guarding at the gate during deliveries.
