Compliance and Standards
The legislation, licensing and standards that shape how security services are delivered in the UK, and how they apply to the work we do.
SIA licensing
The Private Security Industry Act 2001 created the Security Industry Authority (SIA) and made specified security activities licensable.

Contracted security officers carrying out those activities need the relevant SIA front-line licence. Supplying unlicensed operatives for licensable work is a criminal offence. Licences can be checked on the SIA’s public Register of Licence Holders.
The Approved Contractor Scheme
The ACS is the SIA’s voluntary quality scheme for security companies, independently assessed each year.

Data protection and CCTV

Operators need a lawful basis, proportionate coverage, clear signage, defined retention and secure handling of footage, and usually a data protection impact assessment. The ICO’s video surveillance guidance sets out what regulators expect. Contracted public space surveillance monitoring needs an SIA CCTV licence.
Health and safety
Security work involves lone working, night work and confrontation risk.

Employers have duties under health and safety law to assess and control these risks, and the HSE’s lone working guidance applies directly to alarm response and patrol work. On construction sites, CDM 2015 places duties on principal contractors to prevent unauthorised access.
Security dogs
The Guard Dogs Act 1975 requires a handler to be present and in control of a guard dog, except where it is secured, and warning notices must be displayed at entrances.
Martyn’s Law
The Terrorism (Protection of Premises) Act 2025 will introduce duties for qualifying public premises and events once its implementation period ends.

Organisations in scope should plan now. Security providers can support procedures, but the legal duties sit with the responsible person.
British Standards: what they are
Buyers often ask about standards such as BS 7858 (security screening of individuals), BS 7499 (static site guarding), BS 7984 (keyholding and response) and BS EN 50518 (monitoring and alarm receiving centres).

These are voluntary standards, usually certified by bodies such as NSI or SSAIB. Seccuro does not currently claim certification to these standards. If your specification requires them, tell us and we will set out how the requirement will be met.
